HISTORIC REHABILITATION (RESIDENTIAL) Ralph J. Bunche Home, South Los Angeles, listed, National Register of Historic Places (1999-2005). Developed Rehabilitation Plan and Interpretation and Programming consulting for the site as the Ralph J. Bunche, Peace and Heritage Center, operated by the Dunbar Economic Development Corporation as a site for interaction of neighborhood youth, especially those at high risk for gang membership in the severly socio-economically disadvantaged area of South Central Los Angeles. Winner of the Los Angeles Conservancy Historic Preservation Award, 2006.
Horation West Estate Restoration, Rodriguez Residence, Altadena (1994-2000). Full rehabilitation and seismic retrofit of one of the five most significant Eastlake era Mansions built for East Coast publishers in the community of Altadena, Los Angeles County. The 12,500 SF rehabilitation and upgrade returned the residence to its original single family configurationas a Winter Home for the found of West Law Books from Minneapolis, it had previously been subdivided as a student dormatory housing up to 15 students attending nearby Cal-Tech and Pasadena City College.
HISTORIC REHABILITATION (COMMERCIAL) Hollywood and Vine Taft Building, Fire Life Safety Systems Upgrade, 2001, Hollywood Boulevard National Register Historic District: Max Factor, Hollywood History Museum, Rehabilitation and Fire Life Safety Systems Upgrade, 2001-2003:
HISTORIC REHABILITATION (HOSPITALITY) Hollywood Roosevelt Hotel Rehabilitation Plan (2001-2002), Hollywood California, Hollywood Boulevard National Register Historic District. Oversaw and managed all Environmental Review of rehabilitation components as part of a $16 Million dollar project absent a Preservation Masterplan. The project was fast tracked with City of Los Angeles Consent in an effort to finish all visible rehabilitation projects in time for the Inagural opening of the Kodak Theatre for the 2002 Academy Awards across the Street from the Roosevelt. The First Academy Awards were presented in the Main Hall of the Roosevelt Hotel upon its opening in 1924.
PRESERVATION PLANNING (FOREIGN AND DOMESTIC GOVERNMENTAL) Government of Fiji, Tourism and Aviation Administration, Historic Township of Levuka, Heritage Advisement (Architecture, Planning, Economic Development, Heritage Tourism, Town Planning, Historian, and Materials Conservation Services (1994-2001), Eligible, UNESCO certified, World Heritage Township. Credentialed by UNESCO for Cultural Resource Management of UNESCO eligible and listed sites, 1995. Partnered with the University of Southern California, School of Architecture (1994-1996) for Heritage Education, and the Center for Preservation Education and Planning (CPEP) for Planning and Grant Development. Actual Client, Govenment of Fiji; Township of Levuka, Fiji, Air Pacific, Air New Zealand, and Sheraton Hotels. Oversite of Cultural Resource Managament by UNESCO, Bangkok, Thailand Office.
City of Culver City, Preservation Officer, 2002-2006, Responsible for California Environmental Quality Act clearances, Design Review advisement for additions and rehabilitation of numerous structures and the Historic MGM, Sony Studios, and the Culver Studios Master Plan. Also consulted on use of the California State Historic Building Code to City Departments and Private Property owners through the Community Redevelopment Zone Rehabilitation of Historic Sites Initiative. Prepared guidelines for the City to offer Economic Development opportunities to increase incentives to owners of historic properties for building rehabilitation, and enforced consistent criteria for assessment and review of historic resources in all City related permiting for building codes, environmental review, design reviews, public presentation of identified federal and state criteria for management of cultural resources, sites, buildings and districts, as well as interaction with State and Federal associated Departments with jurisdiction over Cultural Resources.
City of Inglewood, Preservation Planning Consultant and Preservation Architect Reviews, 2000-2004 Oversaw Urban Planning for the Rehabilitation and Pedestrian Upgrades to the Downtown Inglewood, Market Street California State Historic District and its Main Street Program.
City of Inglewood and Inglewood Partners for Progress, Centinala Corridor Rehabilitation and Streetscape Improvement Assessment. Developed guidelines to improve code enforcement for non-compliant properties ranging from illegal signage to illegal uses as well as proposed buiding improvement plans for certain destination and high visibility properties, both publicly and privately owned, along the Corridor which connets the Century Freeway (Interstate 105) to the Forum, Sports Arena, Hollywood Park Horse Racing Site and Casino, Centinela Hospital, Daniel Freeman Hospital, Inglewood Cemetery, and the City of Inglewood Community Development Department as well as CalTrans and the Metropolitan Transit Authority (MTA).
City of South Pasadena, Preservation Planning and Design Review Assessment for Historic Districts. Also submitted for listing, two National Register Historic Districts as well as updating the Citywide Comprehensive Survey of identified and eligible historic sites. Assessment of all Environmental Review of Historic Resources was also conducted with proposals to impove permiting process and reduce liability due to identified lack of professionally qualified staff for environmental processing in the City.
California Department of Transportation, CalTrans, Jointly with the Santa Monica Mountains Conservancy Arroyo Seco Parkway, Corridor Management Plan, Pasadena Freeway, 2001-2004 (funded by Federal Highways, Scenic Byways Initiative and the California Route 66 Foundation). Preservation Planning, Architectural History, Transportation Planning, Environmental Assessments and Clearances, Developed the Nation's first historic Freeway corridor Management and Rehabilitation Plan and assessed on-going rehabilitation and repair plans for the historic freeway for adhearance to the Aashto (BLUE BOOK) Standards, and Secretary of the Interior's Standards and Guidlines for Historic Preservation Projects and Cultural Landscapes. The 7.2 mile thrououghfare was also submitted for official listing on the National Register of Historic Places which included all Civil Engineering and Parkway Elements from Bridges to Parks and associated or adjacent view and cultural corridors.
Government of Japan, Education Ministry, and International Internship Program (IIP) of Japan, Kobe Earthquake Seismic Retrofit Public Education and Public Policy. (1995) Consulted on Policy and Philosophy of Seismic retrofit statutes from California and how they might be models for notification and retrofit endeavors during the immediate aftermath of the Great Hanshan Quake in Kobe Japan, 1995. Public lectures, media presentations, and survey of Earthquake damaged historic sites, Tokyo, Kyoto, and Kobe. Was identified as a representative of the California State Historical Resources Commission and also spoke at Tokyo University about the methodology of Preservation Education In the United States, and how it could be viewed as a model for newly initiated Heritage Education in Japan. The first Ph.D candiate in Cultural Resource Management joined Design Aid Architects for one year as a Preservation Architect Intern. She now teaches in the new Cultural Resource Management Program at Tokyo University. As a result of the exchange, Design Aid Architects became the first foreign Architectural Firm to ever be allowed to work on a National Treasure Site in Japan, the Choeke House, in the Historic District of Kobe. National Treasures in Japan are the equivilient of National Landmarks in the United States.

City of Los Angeles, Citywide Survey of Historic Streetlights, Bureau of Engineering, Division of Street Lights (2002-2003) Conducted the Nation's first comprehensive survey of historic streetlights in a major American City. A program of Standards and Guidelines was developed for on-going management and rehabiliation and replacement of historic lights in accordance with the Secretary of the Interior's Standards and Guidelines for Historic Preservation Projects. Consultling on the Project was Director of Historic Roads Program, Daniel Paul Marriott, from the National Trust for Historic Preservation's, Washington, D.C. Office. Design Aid Architects specialize in Historic Preservation and the Adaptive Re-use of existing resources for economically viable and productive future use. This is achieved utilizing the opportunities afforded the California State Historic Building Code. The Historic Building Code is a 50 page document which establishes performance criteria for equvilent proposals of all aspects of rehabilitation projects as opposed to prescriptive model code mandates which can make it impossible for old buildings to be viable for future use. Creative code alternatives allow rehabiltation of Historic Resources rather than forcing codes developed for new construction on existing structures, which invariably lead to non-performing economic resources and loss of historic resources. The California State Historic Building Code allows for Archaic materials, not recognized in modern codes, to be viewed for their inherint benefits, which are derived from a long wisdom of use through the ages. When significant upgrades are the only route to achieve base Fire Life Safety necessities, the Historic Building Code allows a clear process by which Preservation Professionals may choose which archaic materials could be scrificed and how necessary loss of historic fabric can be mitigated through an overall Preservation Plan for a project.
Architectural History Member, California State Historical Resources Commission, Jeffrey B. Samudio (1994-2001). Appointed by Governor Pete Wilson, Jeff Samudio served as the first Hispanic and youngest appointed member to any State Historical Commission in the United States. Following expiration of his term as the Architectural History Professional Member of the State Historical Resouces Commissionon, Jeff Samudio continued State service in his open seat for nearly two years under Governor Grey Davis.
